.1 ¶ I lifted up mine eyes again, and looked, and behold a man with a measuring line in his hand.
2  Then said I, Whither goest thou? And he said unto me, To measure Jerusalem, to see what is the breadth thereof, and what is the length thereof.
1 - Man with a measuring line This is an indication of judgment re1101b.
We may see the messages of the three angels in the symbolism. First, judgment v1,2, then fleeing (coming out of Babylon) v6,7, then God's wrath on those who touched His people v8. See Revelation 14:6-12 re1406.
.3  And, behold, the angel that talked with me went forth, and another angel went out to meet him,
4  And said unto him, Run, speak to this young man, saying, Jerusalem shall be inhabited as towns without walls for the multitude of men and cattle therein:
5  For I, saith the LORD, will be unto her a wall of fire round about, and will be the glory in the midst of her.
3 - The angel that talked with me The prophet's mentor during the vision. See zc0109. This is the first angel of Revelation 14 re1406
4 - Jerusalem ... without walls The New Jerusalem will come down from heaven with walls re2112. The walls are symbolic although they may also be literal.
5 - Wall The Lord here declares that He is a wall of fire, perhaps using different symbols than in Revelation.
.6 ¶ Ho, ho, come forth, and flee from the land of the north, saith the LORD: for I have spread you abroad as the four winds of the heaven, saith the LORD.
7  Deliver thyself, O Zion, that dwellest with the daughter of Babylon.
.8  For thus saith the LORD of hosts; After the glory hath he sent me unto the nations which spoiled you: for he that toucheth you toucheth the apple of his eye.
9  For, behold, I will shake mine hand upon them, and they shall be a spoil to their servants: and ye shall know that the LORD of hosts hath sent me.
6,7 - Flee ... deliver thyself [from] Babylon The message of the second angel is to come out of deceptive Babylon re1408a
8 - Glory When Jerusalem was conquered and lay desolate, we may understand the glory to have departed. The ark was hidden then.
8 - Nations which spoiled you This punishment of the oppressors of God's people is seen in the message of the third angel of Revelation 14 re1409.
  8 - Apple Or "pupil."
.10 ¶ Sing and rejoice, O daughter of Zion: for, lo, I come, and I will dwell in the midst of thee, saith the LORD.
.11  And many nations shall be joined to the LORD in that day, and shall be my people: and I will dwell in the midst of thee, and thou shalt know that the LORD of hosts hath sent me unto thee.
12  And the LORD shall inherit Judah his portion in the holy land, and shall choose Jerusalem again.
.13  Be silent, O all flesh, before the LORD: for he is raised up out of his holy habitation.
10 - I will dwell A beautiful promise for the new earth re2103. And earlier, in the final crisis, He will come as protector of the righteous mal0317.
11 - Nations joined Many will join those who endure, resisting the false worship re1412, re1804is6618.
11 - Know ... Lord ... sent me The prayer of Christ jn1723. The world will see the faithfulness of those who will be chosen and He will be granted the kingdom da0713.
12 - Holy land The land is certainly not holy now.
13 - Be silent A summary statement and a promise. Mercy will end ge0603 and the Lord will stand up to bring and end to sin. ob15, ps04610, hab0220.
After this summary, we return to the judgment in the next chapter.
