Explanation
These verses are essentially the same as 40:13-17. This psalm may have been taken from that one for a special use. Or it could have been added to the other. The literary pattern shows this psalm to be complete.
 1 ¶ <<To the chief Musician, A Psalm of David, to bring to remembrance.>> Make haste, O God, to deliver me; make haste to help me, O LORD.   Make haste Not in the original text.
  O God The name here is Elohim although Yahweh in 40:13 ps04013.
 2 Let them be ashamed and confounded that seek after my soul: let them be turned backward, and put to confusion, that desire my hurt.
 3 Let them be turned back for a reward of their shame that say, Aha, aha.
  Soul Here meaning "life."
  Turned back ... confusion The Lord had done this in the past. For example in the victory of Gideon jg0722.
  Say Aha See ez2503.
 4 Let all those that seek thee rejoice and be glad in thee: and let such as love thy salvation say continually, Let God be magnified.   Say ... God be magnified In contrast to v3.
 5 But I am poor and needy: make haste unto me, O God: thou art my help and my deliverer; O LORD, make no tarrying.   Make haste As in v1. In ps04017 "... thinketh upon me."
