Explanation
This psalm is practically the same as Psalm 14. Go there to see major comments ps014. Differences are noted here. A later inspired writer may have modified the psalm for courage in time of oppression.
On the superscription "A flute pipe, or wind instrument with holes, appears to be what is intended [by Mahalath]. 'To the chief player on the flute;' or, 'To the master of the band of pipers.'"  (Adam Clark's Commentary). Other commentators see other meanings.
1 ¶ <<To the chief Musician upon Mahalath, Maschil, A Psalm of David.>> The fool hath said in his heart, There is no God. Corrupt are they, and have done abominable iniquity: there is none that doeth good.
2 God looked down from heaven upon the children of men, to see if there were any that did understand, that did seek God.
God From Elohim. Ps 14 reads "The Lord" which is from Yahweh.
.3 Every one of them is gone back: they are altogether become filthy; there is none that doeth good, no, not one.
4 Have the workers of iniquity no knowledge? who eat up my people as they eat bread: they have not called upon God.
Every one This reflects God's investigation before the flood ge0605.
5 There were they in great fear, where no fear was: for God hath scattered the bones of him that encampeth against thee: thou hast put them to shame, because God hath despised them.
6 Oh that the salvation of Israel were come out of Zion! When God bringeth back the captivity of his people, Jacob shall rejoice, and Israel shall be glad.
Verse 5 is significantly different from its counterpart in Psalm 14.
Where no fear was "Instead of assurances of God's presence with the pious, and a complaint of the wicked, Ps 14:5,6 portrays the ruin of the latter, whose 'bones' even 'are scattered' (compare Ps 141:7), and who are put to shame as contemptuously rejected of God." (JFB Commentary).
Put them to shame They refused to recognize God and He had not choice but to reject them.
