|22 - Tithe This is considered to mean an additional tithe such as mentioned by Samuel 1sa0815. The basic tithe or tenth was for the priests and Levites nu1824ff.|
And thou shalt bestow that money for whatsoever thy soul lusteth after,
for oxen, or for sheep, or for wine, or for strong drink, or for whatsoever
thy soul desireth: and thou shalt eat there before the LORD thy God, and
thou shalt rejoice, thou, and thine household,
27 And the Levite that is within thy gates; thou shalt not forsake him; for he hath no part nor inheritance with thee.

- Whatever ... strong drink This is unusual in view of God's subsequent
warning about the harmful effects of alcohol pr2001.
The strong drink, however, was not necessarily alcoholic. The word "wine"
means either fermented or unfermented grape juice. Wine was preserved by
boiling the juice to make a concentrate. With the effect of the sugar,
the syrup could be kept for later use. We may here understand the "wine"
to mean fresh juice and "strong drink," the concentrate which would be
used after the vintage season. We also remember that God did not demand
the better ways before the people were ready to understand. Slavery is
a case in point. See ac1730.
Today people are more bent on evil than ever. Alcohol harms the ability
to reason and certainly cannot be justified 1co1031.
29 - Levite He would have had a part of the regular tithe but was not to be excluded now from the celebration.
